- Must reside in any Indian state.
For citizens in Jammu & Kashmir:
- Women must be 60 years or older.
- Men must be 65 years or older.
- Must be born and currently residing in Jammu & Kashmir.
- Permanent address must be in Jammu & Kashmir.
Note : Indian citizens from other states assigned to Jammu & Kashmir for government duties are not classified as citizens of Jammu & Kashmir.
